Abstract


The treatment of high risk prisoner at the Correctional Institution Class I
Batu Nusakambangan applies the placement of one man one cell for 24 (twenty
four) hours and with CCTV surveillance in the room causes the prisoner to have
no privacy. To be able to know the treatment of prisoner reviewed from aspects of
human rights, it must know the implementation of high risk prisoner treatment, so
that it can be known the human rights of prisoners who are violated.
The purpose of this study is to analyze the implementation of high risk
prisoner treatment in special Correctional Institution Class I Batu
Nusakambangan reviewed from the principles of Human Rights and analyze the
obstacles to the implementation of the treatment of high risk prisoner in Special
Correctional Institution Class I Batu Nusakambangan in the fulfillment of
prisoners' rights. This research was conducted with a method of sociological
juridical approach, descriptive, research location in Special Correctional
Institution Class I Batu Nusakambangan. Primary data collection with interviews,
secondary data with literature studies. The data is presented in the description of
the narrative text, the data in qualitative analysis.
Based on the results of research and discussion, it can be concluded as
follows: The implementation of high risk prisoner treatment in Special
Correctional Institution Class I Batu Nusakambangan is reviewed from the
principles of human rights still found to be human rights violations. It is
characterized by violations of honor and dignity, health care rights, and physical
and spiritual care rights.
The obstacles to the implementation of high risk prisoner treatment in
special Correctional Institution Class I Batu Nusakambangan in the fulfillment of
prisoners' rights are from the aspect of legal substance there is still overlap
between laws governing human rights and the rights of inmates with guidelines
for the implementation of high Risk prisoner treatment with The Special
Correctional Institution Work Guidelines for High Risk Categories of Narcotics
Dealers. From the aspect of legal structure, the quantity of officers who only
fulfills 47% of the ideal composition of Correctional Institution High Risk officers
and still lack of facilities and infrastructure in the implementation of treatment.
